Commercial vessel traffic through the Strait of Hormuz has again fallen to exceptionally low levels, with preliminary tracking data showing only four ships transiting on 15 September—far below the recent average and another indication that the Gulf security crisis continues to reshape tanker deployment and energy logistics.
The number is commercially important even with the limitations of ship-tracking data. Hormuz is not simply a geographical chokepoint; it is a central constraint on the availability of tankers, the timing of cargo deliveries and the price of moving energy out of the Gulf.
Traffic remains in single digits
Reuters reported that preliminary shipping data showed four vessel transits on Tuesday, down from seven a day earlier and well below a ten-day average of 18. The waterway handled around one-fifth of global oil and LNG supply before the current conflict.
Tracking figures require caution. Ships may disable or manipulate automatic identification system transmissions for security or other reasons, so observed crossings do not necessarily equal total physical crossings. In the present environment, that caveat is especially important. Nevertheless, the sustained gap between tracked traffic and pre-crisis patterns remains a powerful indicator of disruption.
The effect reaches beyond ships actually transiting
When a chokepoint becomes dangerous, the commercial effect is not confined to vessels that are attacked or delayed. Owners may hesitate to nominate tonnage, crews may face elevated risk, insurers may reassess terms, charterers may seek alternative loading arrangements and traders may reposition cargoes.
That creates an availability problem. A tanker technically capable of performing a voyage may not be commercially available for it on acceptable terms. The resulting scarcity can push freight rates higher even where cargo volumes themselves have not increased.

Cargo logistics are adapting
Energy producers and traders are increasingly looking for ways to separate cargo movement from the riskiest leg of the voyage. Saudi Arabia, for example, has offered additional crude to Asian buyers through ship-to-ship loading arrangements off Sohar, Oman, according to Reuters. Sohar sits outside the Strait.
Such arrangements illustrate how a security crisis can change the architecture of a trade. Instead of a straightforward terminal-to-terminal voyage, cargo may be shuttled, transferred and reloaded. That can create additional operational interfaces and contractual questions involving custody, quantity measurement, quality, delay, demurrage and responsibility during ship-to-ship operations.
It can also change voyage economics. More vessel movements may be required to deliver the same cargo to the ultimate buyer, while specialised tonnage and suitable transfer locations become more valuable.
Insurance and security decisions remain voyage-specific
Owners and charterers should resist treating a single traffic statistic as proof that a route is either safe or unsafe. Voyage decisions depend on current security information, flag and insurer requirements, vessel characteristics, crew considerations and contractual obligations.
War-risk insurance is particularly sensitive to rapidly changing conditions. Additional premiums, notification requirements and cover terms can affect whether a fixture remains commercially viable. Parties also need to understand charterparty provisions dealing with war risks, dangerous areas, alternative routes and orders.
Where passage is delayed or refused, disputes can emerge over who bears the resulting time and cost. The answer cannot be generalised: it depends on the contract, governing law, orders given, the factual risk at the relevant time and the decisions actually taken.
AIS data is useful—but incomplete
The crisis also highlights a compliance challenge surrounding vessel visibility. AIS is a fundamental safety and transparency tool, but security concerns can lead vessels to reduce their electronic visibility. At the same time, sanctions and compliance teams often regard unexplained AIS gaps as a risk indicator.
Those two realities can collide. A vessel may have a legitimate security reason for altered transmission behaviour, while a bank, insurer or counterparty may still need to investigate the gap. Good due diligence therefore requires context rather than automated conclusions based on tracking data alone.
What shipping companies should monitor
Commercial teams should monitor more than daily transit counts. Relevant indicators include the type and size of vessels crossing, waiting time, freight rates, war-risk premiums, port operations, ship-to-ship activity, producer loading programmes and official security notices.
Contract managers should also preserve contemporaneous information supporting voyage decisions. If a dispute later develops over delay, deviation or refusal to proceed, evidence of the security picture at the time can matter more than a retrospective description of conditions.
A constrained chokepoint changes the whole market
Four tracked crossings in a day do not tell the entire story of Hormuz. They do, however, show how far normal shipping patterns have been displaced. The market response—higher freight, alternative loading arrangements, more complex voyage planning and intensified insurance scrutiny—extends far beyond the ships visible in the daily count.
Until operators can treat passage through the Strait as predictably available, the economic effect is likely to remain disproportionate to the number of vessels physically delayed. In shipping, uncertainty itself consumes capacity.
